Dubai Rolls Out ‘Eltizam’ App for Real-Time Cleanliness Monitoring

Dubai: Intending to strengthen its position as the world’s cleanest city, Dubai launched a cleanliness monitoring app, Eltizam. Dubai Municipality designed this platform to ensure that public cleanliness rule violations in the city, including littering, spitting, pet fouling, and illegal barbecuing, can be instantly reported. 

The Dubai Eltizam app has granted selected government officials the right to report public cleanliness violations on the spot. The authorized users of this newly launched app can take real-time photos of violations, automatically record locations, and write brief details to instantly report cleanliness breaches. 

The launch of this cleanliness monitoring app is a part of Dubai Law No. 19 of 2024, which grants judicial officer status to authorized staff, aiming to promote compliance, legal transparency, and increase the community’s involvement in public cleanliness efforts.  

Dubai Municipality Introduces Eltizam to Boost Urban Cleanliness

The launch of the Eltizam app is a major step taken by Dubai Municipality to boost urban cleanliness. It also highlights the city’s vision to promote a shared responsibility between officials and residents to protect the city’s beauty, safeguard public health, and support eco-friendly practices. 

DM’s Director General Marwan Ahmed bin Ghalita said that public cleanliness is a civic value and the community responsibility rather than just a technical matter. He added that the Dubai Eltizam app reflects that every official and every resident helps in building a Dubai that remains sustainable and livable for the next generations. This initiative is being seen as one of the best startup story in the realm of civic technology, demonstrating how innovation can directly improve urban life. He further added that this app highlights the emirate’s vision to become a futuristic city where technology and regulation work together, securing Dubai’s urban appeal. 

Earlier in 2025, the city secured the top place among the cleanest cities in the world. Based on the recent GPCI report issued by the Institute of Urban Strategies, Japan, the city has secured this rank for the fifth year in a row.

Actions That Could Lead to Fines

In the first phase, the Dubai Eltizam app will focus on eight key public cleanliness violations. The following actions are damaging the city’s beauty and image, according to the Municipality authority: 

  • Spitting in public places
  • Disposing of chewing gum irresponsibly 
  • Leaving trash in public areas
  • Throwing organic or general waste into the sea, creeks, beaches, and ports
  • Draining vehicle wash water outside approved areas
  • Barbecuing and lighting fires in restricted zones 
  • Putting up flyers, advertisements, and other printed materials that spoil the beauty of the public spaces
  • Failing to clean up pet waste from public areas 

Dubai Eltizam App: Promoting Transparency and Civic Responsibility 

Each of these eight key public cleanliness violations in Dubai can be instantly reported using the Eltizam app. The app’s main focus is to enhance transparency and promote active monitoring to keep the emirate visually appealing. Apart from its regulatory function, Dubai Municipality said the newly launched cleanliness monitoring app strengthens Dubai’s reputation as a global leader in adapting next-generation technology and community-led tools. This app promotes environmental preservation and aims to enhance the overall quality of life across the city.
