Delivery Bike Crackdown: RTA Boosts Road Safety with Mass Inspections

To enhance public safety and compliance with regulations in Dubai’s rapidly expanding delivery sector, the Roads and Transport Authority (RTA) collaborated with other government entities on a comprehensive inspection campaign to examine delivery motorcycles across the Emirate.

The campaign, conducted with the support of the Dubai Police, the Ministry of Human Resources and Emiratisation, Dubai Municipality, and the Dubai Health Authority, conducted 1,059 inspections of motorcycles used by delivery service providers. The inspections were conducted specifically on high-density areas, and several crucial outcomes were pinpointed.

Focus on High-Density Areas

The inspections were heavily focused on areas of high delivery traffic and traffic congestion like Downtown Dubai, Jumeirah, and Motor City. These areas of inspection were selected on the basis of higher population density and more online orders as these areas are critical to safety standard enforcement and regulated compliance operations.  During the inspections, authorities noticed various violations that presented a serious risk to the riders and other road users. After the results of the inspections, authorities seized 19 motorcycles for violations of delivery sector laws.

Common Violations Uncovered

The campaign uncovered many violations by delivery riders, most of which were due to carelessness or not understanding the safety procedures to be followed. “Most common infringements were: 

  • Not wearing safety gear such as helmets, high visibility vests, and protective clothing.
  • Riding motorcycles without the required professional training certificate issued by the RTA on their delivery motorcycle
  • Reckless driving such as changing lanes abruptly, speeding, or ignoring traffic signals.

According to Ahmed Mahboob, CEO of RTA’s Licensing Agency, these behaviors broke the law and put the riders’ and the public’s lives at risk. “We aim to improve safety standards and create a culture for road usage,” added Mahboob.

Educational Outreach Using QR Codes

While enforcement was a central component of the campaign, the RTA continued to offer educational outreach as a means to inform delivery users. QR codes were provided to riders to allow them access to a series of educational videos.

The videos included the key legal obligations for riding delivery motorcycles in Dubai, including the safe driving requirements and document requirements, as well as the guidelines for rider behavior. The QR represented the approach of using digital tools to offer convenient and flexible access to training resources for drivers who were on the move. This innovative use of digital outreach reflects the kind of approach often seen in the best startup story – where technology meets real-world problem solving.

Mahboob claimed that education was just as important as enforcement: “Our program includes corrective actions and building capacity. The purpose of these training videos is to educate riders and empower them to understand and comply with the rules.”

Call for Company Accountability

The RTA also called on delivery companies to take more responsibility in ensuring that riders comply with all necessary regulations. Mahboob reminded companies that every rider’s failure to comply does not just impact the rider; they are also damaging their company’s reputation and deteriorating public confidence in the delivery industry.

He urged employers to train employees, provide protective equipment, and monitor the actions of riders regularly. “Compliance must not be optional; it is a precondition of running a business responsibly in Dubai,” he said.

Companies that continually fail to comply with safety standards will receive fines, operational restrictions, or a complete suspension of their license, in accordance with the RTA’s regulations.

Enhancing Regulatory Framework

The RTA will continue its close partnership with strategic partners to enhance the regulatory framework around delivery services, which includes issuing updated circulars, safety guidelines, and training requirements to improve rider performance and reduce accidents. The present campaign is part of a larger initiative aligned with the RTA’s vision to attain global leadership in smooth, safe, and sustainable mobility. The Authority has also promised to conduct joint inspections and outreach programs regularly in view of the rapid growth of the delivery sector in Dubai.

Towards a Safer Delivery Ecosystem

While Dubai residents reap the benefits of online shopping and food delivery, roads are facing new challenges. With the increased volume of motorcycles on the move in accordance with demand, safety for riders and the public has risen to the top of the agenda for government bodies. 

The RTA aims to develop a sustainable and secure delivery system that adheres to world standards through inspections, educational materials, and continuous collaboration. Mahboob summed it up, “We will never compromise our safety position. If we come together as companies, riders, and other government bodies, we can create a delivery ecosystem that is efficient and safe.”
